It is my great pleasure to welcome you to the Planning, Monitoring, and Evaluation Directorate (PMED) at the Lupane State University. Established in 2024, PMED builds on the Government of Zimbabwe's commitment to institutionalising Monitoring & Evaluation (since 2005) and Performance Contracting (since 2021) across the public sector. As a cornerstone of institutional excellence, PMED drives strategic planning, rigorous performance oversight, and evidence-based decision-making. We empower the University through robust frameworks and advanced analytics, ensuring academic distinction, administrative efficiency, and operational effectiveness.
We prioritize proactive tracking and strategic reflection to ensure institutional resilience. Accountability is not just a mandate; it is in our DNA. By monitoring our course, evaluating our alignment, and pausing to re-strategize, we remain responsive to an ever-changing environment.

The vision of the Directorate is to coordinate a seamless/mainstreamed planning and performance management function of the University, resulting in the effective and efficient attainment of the University's vision, mission, mandate and strategic goals.

To enhance institutional efficiency through strategic intelligence, data-driven decision-making, and rigorous planning, monitoring, and evaluation.

Our Mandate

  • Mainstream strategic planning and performance management in the University.
  • Implement performance contracting within the University.
  • Coordinate the preparation of quarterly and annual reports on planning, policies and performance contracts.
  • Provide guidance and technical support for integrating results-based planning, monitoring and evaluation across all units and sections of the University.
